The Bid Process for the Canadian Forces Show Tours

Background

  1. The Department of National Defence (DND) has a long-standing tradition of providing show tours to deployed Canadian Forces members serving at isolated locations in Canada and at peacekeeping missions overseas.

  2. Since 1997, the Canadian Forces Personnel Support Agency (CFPSA), an arm of the Canadian Forces, has been responsible for continuing this tradition - one that can be traced back to the days when Wayne and Shuster performed for Canadian troops overseas during World War II.

  3. The CF Show Tour program aims to:

    1. Enhance the morale of individual CF members
    2. Enhance unit morale
    3. Reinforce a sense of support and appreciation to deployed CF members for their efforts at the deployed mission

  4. Over the course of a six-month major mission, a CF Show Tour is usually held at the mid-point (third or fourth month) of the rotation. These performances are always a big morale booster for the troops. It gives everyone a chance to take a break from the day-to-day routine of the mission and enjoy the show. Feedback from CF members about the show tours, reflects a heart-felt enthusiasm. From the moment entertainers are in camp, there is a marked increase of morale by the whole contingent.

Request for Proposal

  1. A request to bid on a CF Show Tour is commonly referred to as a Request for Proposal (RFP). Its purpose is designed to provide bidders with guidance on how to bid on a tour.

    1. Proposals are to be submitted in accordance to the Terms and Conditions.

  2. The Canadian Forces Personnel Support Agency (CFPSA) will consider entering into a contract for a Show Tour based on the most acceptable bid submitted with regard to the requirements in the Terms and Conditions and the evaluation factors listed in the Request for Proposal of each individual tour.

Format and Content of Proposal

  1. One (1) original copy plus two (2) additional copies of your proposal are required for a total of three (3) hard copies of the bid document. The format of your proposal should include three parts in the following order:

    1. A cover page to submit the bid , signed by an authorized representative of the Bidder,
    2. A statement indicating compliance with the Terms and Conditions, and
    3. Completion of the Statement of Work.

  2. Proposals may be submitted in either English or French.

Rated Requirements

  1. 1. Bids will be evaluated on a 100 point scale as follows:

    a. Quality of acts (Caliber of entertainers, songs, music) 20 points
    b. Level and mixture of talent (Awards, versatility, variety) 20 points
    c. Show choreography (Flow, timing, presentation) 20 points
    d. Overall suitability (Company, cast, crew) 20 points
    e. Language profile (As indicated in the SOW) 10 points
    f. Clarity of bid submitted (Easy to follow, clear, brief) 10 points
