1. a) NPF staff are hired through the “Staff of the Non-Public Funds, Canadian Forces”, a separate employer as defined in the Public Service Staff Relations Act (PSSRA).

2. c) NPF staff are not DND employees, or CF employees. NPF staff are servants of the Crown and public servants, and as defined in the Public Service Staff Relations Act (PSSRA), are not part of the Public Service for which the Treasury Board is the employer. They are distinct from DND Public Servants, as the latter are hired through the Treasury Board and subject to PSSRA.

3. b) PSP managers report to the Commanding Officer for all PSP morale and welfare programs. Local CANEX, SISIP FS, HR, and Finance and Informatics managers are the base/wing/unit Commanding Officer's contact point for divisional business and report to their divisions at CFPSA's headquarters.
