From the President and Chief Executive Officer

The current fiscal year (2003/04) marks the end of our strategic plan (5-3-1). We are at a crossroads.

Three years ago, when I joined the Canadian Forces Personnel Support Agency (CFPSA), the challenge was to introduce best business practices and a customer service orientation/attitude. Our organization, and each of you, has proven our commitment to those organizational goals. We have succeeded in large part in achieving them. So, at this time, we must ask ourselves the following question: Do we continue down this path, and mark time – or do we raise the bar even higher – towards excellence?

“Excellence in evidence”. I would encourage each of us to consider taking the extra step to enhance the value of our actions to reach for that level of excellence, not necessarily perfection, and then gather the evidence, track it, report and share it with all. Aim for quality, high effort, and distinction. However don’t wait until everything is absolutely “perfect” – do it today to the best of your ability.

Excellence means giving our best. This edition of Aproposis dedicated to excellence. But how will we know we’ve reached success? Are we measuring our efforts and our achievements? Benchmarking is one way to record excellence. Although it is often difficult to quantify the value of services we provide to those who serve, remember that benchmarking includes not just quantitative measures, but also qualitative ones.

Take note and share the anecdotal responses and personal stories from the military community of how our services, programs and activities have helped to enhance their quality of life. We can all use industry or external organizational norms to measure our work, not only in setting performance standards, but also in competing for awards that recognize excellence. Obtaining such third-party acknowledgment demonstrates to the private sector and our contemporaries, the quality of the services we provide in our respective areas of endeavour and expertise. I urge you to find out about such association or industry competitions and consider entering them. From some of the work I have seen, I know we can count ourselves among the best.

In addition, recognition is offered internally amongst us as we salute success with the Volunteer Recognition program sponsored by SISIP and our own CFPSA Merit awards featured on the following pages.

If our performance is not measured, it is more easily questioned. We must position ourselves to show our clients and stakeholders the enhanced value our programs, activities and services provide. In doing so, we ultimately provide due recognition to our own fine people and teams serving those who serve.

Just as we measure our successes, we must also measure and take risks. I encourage all Staff of the Non-Public Fund (NPF), to be in control, assess and accept risks, and raise that bar in order to enhance the value and in essence be an example of excellence in evidence.
