Nationalization of Non-Public Funds Accounting Services Project

This project review was set into motion as predicted last January and three work sessions have already taken place regarding this matter. Members of the steering committee have held two meetings, one in Halifax January 27 to 29 and the other in Edmonton February 17 to 19.

A plenary assembly held in Ottawa March 25 to 26 boasted a number of clients and representatives from the Non-Public Funds (NPF) accounting office bases and wings, Regional Offices, Internal Audit and Review Division, Human Resources and IT.
Primary data seem to indicate that conditions will be met, which means that savings will exceed the 25 % operating cost minimum set out for NPF regional accounting offices, that the present customer service level will be maintained and lastly, that the many steps taken as a result of a partnership between the base/wing recruiting departments and human resources will guarantee equitable treatment of actual employees. Office set-up costs must be determined and these will undoubtedly have an impact on the final decision.
During the Steering Committee's first work sessions, four locations were chosen as possible sites to accommodate the regional accounting treatment office: Halifax, Montreal, Borden and Winnipeg. Due to the fact that Halifax and Borden already have a national office, these cities will have an advantage over the two other chosen sites. Clearly, it would be far preferable to set up the national office with the help of a core group of trained personnel already onsite at the existing regional offices.
At the time this article was written, base/wing commanders had not yet reached a final decision as to the potential sites. We hope to be able to announce the chosen site as soon as possible, however a decision of this magnitude cannot be rushed.
The review will therefore be carried out as planned, with selecting a site as its primary goal. The main concern remains, and will always be, the well-being of current NPF accounting employees at the regional offices. Every measure will be taken to ensure that everyone is treated equitably.
