Nationalization of NPF Accounting Services

In January 2003, a study was undertaken at the request of the CFO & VP to examine the nationalization of NPF accounting services which are currently offered through regional offices. Should this project go forward, the potential savings would be substantial and be used to improve all of the services for which CFPSA is responsible. It is important to note however that for nationalization to occur, a minimum of 25% cost savings must be achieved on the current operating costs of all four regional NPF accounting offices.
This project is in fact a logical extension to the first centralization of NPF accounting services which occurred between 1996 and 1998 and culminated in the creation of four regional offices located in Halifax, Valcartier, Borden and Edmonton. The restructuring has proven to be very successful on all counts and has resulted in improved services and lower costs.
Two key objectives of the study will be to ensure that no employees from any of the regional offices become involuntarily unemployed and to maintain, or improve, the quality of services. The results of the study will be made public next summer.
The Study Team will be composed of representatives from the four regional offices, Base/Wing NPF Accounting Offices, the IM/IT section and from all of our customer groups. The next issue of Apropos will feature a complete listing of the 12 members nominated for the Study Team.
