JOINT STATEMENT OF SUPPORT FOR EMPLOYMENT EQUITY
The "Staff of the Non-Public Funds, Canadian Forces" ("NPF Staff"), is a separate employer under the PSSRA, for which the Minister of National Defence is responsible for personnel management. The personnel management of NPF Staff has been delegated by the Minister to the Chief of Defence Staff (CDS) and to the President and CEO of the CFPSA.
The Employment Equity Act came into force in late 1996 and covers NPF staff. The intent of this Act is to ensure that federally regulated organizations reflect the diversity of Canadian society, particularly with regard to four designated groups that have historically been under-represented in the workplace. These four groups are women, Aboriginal peoples, persons with disabilities and visible minorities.
The Act seeks to eliminate barriers to employment that are unrelated to ability and to promote equal access to jobs.
The first step in the Employment Equity Program, as required by the Employment Equity Act, is to conduct a self-identification survey of NPF staff to determine the representation of designated groups. This mandatory national survey will take place in September 2003, the result of which will be submitted to the Canadian Human Rights Commission in October 2003.
We strongly encourage you to participate in this survey as it is a very important part of developing an action plan for Employment Equity. Local HR staff will be inviting you to participate in the survey sessions in September 2003.
