(Employment Equity) Survey Says…

  • In 2003, approximately 5,000 NPF Staff took part in a national Employment Equity "self-identification survey". This is comprised of Full-time, Part-time and Regular Casual NPF employees who have worked a minimum of 3 months in the year.

  • Thank you to all NPF Staff for your support and your participation. We have had an overwhelming 87% returns (i.e. completed forms that were returned) on the survey. Based on these returns in 2003, about 62% of NPF Staff were women; 3.5% were Aboriginal persons; 3.4% were members of visible minorities and 6.3% were persons with disabilities.

  • Since not all NPF Staff took part in the survey or self-identified, the results may not reflect the exact percentage of Designated Group members within NPF.

The Way Ahead

  • The self-identification survey is an important tool that allows CFPSA to better understand its current workforce makeup, which in turn allows us to better target EE activities in order to achieve a representative workforce.

  • In order to meet compliance with the Employment Equity Act, the CFPSA is implementing the twelve statutory requirements as outlined in the Act. The first requirement was to conduct a self-identification survey. The next step is to analyse the survey data, to produce a detailed Work Force Analysis (WFA). The WFA will identify specific areas of concern (gaps) relating to the designated groups. This information is then used to direct the Employment Systems Review (ESR), which examines all NPF policies and practices and is intended to identify real or potential barriers to all.aspects of employment, from recruitment to selection, hiring, retention and termination; development, training and promotion; and accommodation for Designated Group members.

  • Results of the ESR will form the basis of an Employment Equity Plan to be completed in 2004 that will incorporate improved policies and practices, along with specific actions to address any gaps and corresponding barriers that are identified.
