Welcome to the July edition of Morale and Welfare Team Updates, an online newsletter specifically designed to inform all those who administer or deliver the programs that enhance the quality of life of serving and former military personnel and their families.
Recently, I have been leading team visits to most bases and wings across the country. These visits serve to update local leadership, employees, and the military personnel on the programs, services, and activities delivered and on the issues that need to be addressed. The breadth of programs and the accountability framework under which activities are managed are just some of the topics that have been covered at the 25 bases and wings visited to date.
Many of you are familiar with the typical day to day operations of the Canadian Forces. Such things as deployed operations, training facilities, military equipment and salaries are financed through the allocation of public funds from the Government’s annual budget. Less well understood are Non-Public Funds (NPF). Revenues for NPF are generated when Canadian Forces personnel and their families take advantage of certain community programs, retail services offered through CANEX, and financial services offered by SISIP Financial Services.
When it comes to the delivery of morale and welfare programs to personnel and their families, 85% of the costs are covered by Non-Public Funds. In other words, only a minor portion of the costs associated with morale and welfare are paid for through public contributions. Canadian Forces personnel are the main source of their own support programs.
Morale and welfare programs for the Canadian Forces are delivered by a team composed of Canadian Forces personnel and civil servants from the Department of National Defence working hand in hand with the Staff of the Non-Public Funds, Canadian Forces. All 3 groups bring important contributions to the efficient and beneficial services that we deliver.

NPF employees are involved in the administration of programs such as messes, community centers, and recreation facilities. Less well known is that they also oversee the delivery of publicly funded programs such as the maintenance of physical fitness that were the subject of conversion to Alternate Service Delivery in the 1990s. NPP allows for the effective delivery of valuable programs and initiatives that are uniquely tailored to meet the requirements of the military community. Ultimately, Public and Non-Public contributions are leveraged to better support our troops.
